Is EPC B from 2031 the law?

Not yet. In June 2026 the government said it intends to require EPC B from 2031 for privately rented non-domestic buildings over 1,000 m², where cost effective. It needs secondary legislation, and the 7-year payback test and exemptions remain. Buildings under 1,000 m² stay at the current E minimum.

Below the 2031 line, in the app: Over 1,000 m² (10,764 sq ft) and rated C, D or E. These meet today's E minimum, but the government proposes that privately rented non-domestic buildings this size reach EPC B from 2031, where cost effective. That still needs secondary legislation.

Below E today: Rated F or G: below today's E minimum for let buildings. To let one, the landlord must improve it or register an exemption.
